The 1884-CC Morgan silver dollar was once considered "missing" since it was very hard to find them, outside of being circulated. Then, in the 1960's, the government winded down on the exchange of silver certificates for silver dollars. The government was left with 3 million Morgans, in sealed bags, and this is why it was called the government hoard. After sorting through the millions, only 125,000 were from other mints that weren't the Carson City Mint. The government also placed all of the uncirculated Morgans into separate GSA holders. Unfortunately, very few GSA Morgans have lasted, through the years, and most have been removed from their original packaging to be sold for just the coin itself. Your 1884-CC Morgan comes in its original GSA packaging, like the picture shows, and has earned the grade of MS65, NGC. NGC is world renown for its impeccable grading standards and sleek labeling.
