Since the production of the silver dollars mainly depended on the availability of domestic silver. When domestic silver hit an all time low, a bill was passed to take advantage of the cheap silver. The Pittman Act of 1918 required the US Mint to begin minting millions of silver dollars again. Since the Morgan silver dollar's design was readily available, the US Mint defaulted to the famous design. Numismatists fought for Congress to change the design for something to honor World War I. After much time lobbying, the redesign containing a new goddess of Liberty was approved just in time. Your Certified 1923 Peace silver dollar isn't a low mintage coin, but finding a prime Mint State example is another story entirely. Most 1923 Peace dollars were circulated or stored and gained bag marks. Your Peace dollar, with a gem MS65 grade, is a coin collectors dream about!
