The Certified Morgan Silver Dollar 1889 MS65 PCGS has received a high grade, on the Sheldon BU grading scale, and is preserved in an official PCGS holder. The Coinage Act of 1792 announced the creation of the Philadelphia Mint, due to the Founding Father's desire to establish a means of international commerce. The Mint Act was passed shortly after, giving guidelines to the currency about to be produced. The Mint Act instituted a decimal system based on a dollar unit, the coins had to specify its metallic composition and fineness. It was also required that each US currency coin should present "an impression emblematic of liberty." Since Philadelphia was the capital at the time, the first mint was established in the center of it.
